The community co-operative proposal would require significantly less blasting and site work would take about 1 year to complete when designed as follows:
First two draft tubes will be constructed under DR 169 to return the flow of water back into the river. This will require a brief closure of DR 169 with traffic being detoured on Bala Falls Road or Muskoka Road 38 (for large vehicles).
Upon Completion of the DR 169 work, construction will begin on the intake structure which will be completed in conjunction with replacement of the old Bala Falls Road bridge.

Two 3-metre diameter penstocks will be constructed linking the intake to the new powerhouse. The powerhouse is proposed to be constructed in the Precambrian Shield parking lot (where the current lookout is located).

Blasting and concrete work needed to bury the penstocks will be about 3 months from Sept. 1- Dec. 1 during this time river flow will be diverted to the north falls (weather permitting).
