The process for determining design and feasibility 
 
Development of the Bala Falls South Channel alternative intuitively has very few negative environmental effects.  The main question is can the south channel be developed in such a way that the discharge capacity of the channel is not impaired. If it is technically feasible, then it is important to consider the environmental effects and potential public benefits inherent with the alternative. 
 
The south channel proposal has many similarities to a project in Almonte Ontario.
 
The Mayor and council have revenue projections from the M****** River Power Corporation.
 
Feasibility study grants may be available from the Community Energy Partnership Program 
 
Funding for the project may be provided by the Ontario Infrastructure Loan Program (eligibility subject to Ministry approval of proposed revisions)

The friends of Bala Energy are very familiar with the environmental rules and have access to the professional services necessary to present a comprehensive design and feasiblity study in a timely manner.
The Muskoka Community Energy concept intuitivly has less of the concerns compared to the current proposal and offers significantly greater benefits to the community. It seems reasonable that the Bala Energy project should receive Environmental approval with relative ease.
Members of the public would like to see amendments made to section 6 to recognize the special public values placed on Bala Falls.
